FR3.30.27 Identifying Vulnerable Transportation Areas in the City of Toronto Using Access Profile Analysis

Given unprecedented population growth in Toronto, transportation systems in the city must satisfy increasing mobility demands and anticipate new and changing travel activity. From an equity perspective, it is particularly important that a transportation network ensures accessibility for populations which simultaneously experience low income and high impedance in reaching desired destinations. This paper defines accessibility as the ease of travel to reach destinations and is measured using an Access Profile Indicator (API) generated from the Access Profile Analysis (APA) method. APA measures accessibility by quantifying the number of destinations that can be reached at varying intervals of generalized cost, which is a combination of time and out-of-pocket expenses. This paper defines threshold levels for income and accessibility in order to categorize areas in the City of Toronto as either low/high income and low/high accessibility. By identifying which neighborhoods are the most vulnerable from a transportation perspective (i.e. experience both low income and low accessibility), this paper aims to inform policymakers on which areas require interventions for improved accessibility.
